This site is the most important resource for teachers and other educators. As a member of (NCTM) National Council of Teachers of Mathematics, journals that include articles and lessons tied to the standards are available at each of the grade levels.

This is the best all around site for the how and why’s of using manipulatives in the math class. There are descriptions and practice pages for each of the grade levels.
